Yes, that is definitely a shrug! That will look great on you!
Camisoles are usually cut lower and have thinner straps than tank tops do. Also, camisoles often have lacy detailing somewhere on them, whether it's the straps or around the bustline. Explaining the difference is a bit tricky and even I have trouble telling sometimes, so don't feel bad if you're still not sure. But basically, if it's not low-cut, has straps that are pretty thick, and does not have any lacy details on it; it's probably a tank top. I hope this helps clear things up a little.
Since you're going to wear a beret, I think you should leave your hair down.
As for wearing make-up, if you want to go right ahead. I always wear make-up to school. I usually coordinate my make-up with the rest of my outfit. With your outfit, I would probably want to match the pink in the shirt. I would wear pink eyeshadow, black eyeliner, and some glittery pink lip gloss. I might also put on pink or black nail polish. In fact, I might even use both colors on my nails either as a french manicure or just putting pink on one nail and black on the other. This is just my style, of course. Feel free to do your make-up in a way that suits your own personal style. :)

Your nails sound cool (I wish I was talented enough to do zigzag designs on my own). I think you should leave your nails the way you have them.
Good point about the make-up. If it's going to be an issue with your parents, don't wear it. I was allowed to wear make-up when I was 12, but I realize not all kids are (also, I was homeschooled at that time so I rarely even left the house).
Nail art is pretty easy when you get the hang of it. Try youtube. If you want designs and don't have that itty bitty needle thing, you can always pour some nail polish in a container or a piece of paper and dip a toothpick in it for designs. :]

I'll look into it. I'm really not good at making designs though, it always come out sloppy. If I want designs, I generally end up spending money to get my nails professionally done. I'm good at doing french manicures (and pedicures) though. I also like to do things like put rhinestones or studs on my nails while they're wet and then they stay on once my nails dry. In fact, I even mentioned this in the article I wrote on rhinestones a few months ago.
Yes, I was homeschooled from 7th grade until my first year of college.
If your only problem with putting on make-up is that you can't apply it right, maybe you can get your mom or a friend to help you with it.
As for the acne outbreak, just cover it up with concealer if you can wear make-up. I suffer from acne myself (have since puberty, although it's gotten a little better over the years). I have to wear concealer pretty much every time I go out because of this.
I signed up for pupe but haven't really had a chance to explore it yet. Actually, I'm not sure if I'll really be able to use it because I don't have a decent camera to take pictures with right now.

Don't worry too much about the make-up. Just do whatever you're comfortable with. If your concealer is not the right shade, you might need to find one that is. To find your shade, try going into a drugstore or make-up store (like MAC) and see if they have an area where you can sample various shades. Test out the different shades on your hand and see which one matches your skin tone best. This can be tricky, and I'll admit it's something that I struggle with myself. A lot of times my concealer ends up being either too light or too dark for me (it doesn't help that I'm extremely pale). If you decide to go searching for the perfect concealer, I wish you the best of luck!
As for puberty, it's not just you. Puberty likes to torture everyone (it had it's fun with me too, trust me). It will get better with time though, just be patient (even though I still get acne, it's not nearly as bad as it used to be).
